- At the meeting of the Jogorku Kenesh on February 25, deputy Sovetbek Rustambek uulu reported that 11 municipal kindergartens were opened in the Nookat district in 2024-2025. However, to date, local budgets have not received the necessary funds, which has resulted in 164 employees not receiving their salaries for January and having to file complaints.
According to the Ministry of Education, pursuant to paragraph 6 of Article 12 of the law "On the Republican Budget of the Kyrgyz Republic for 2025 and the planned period of 2026-2027," funding for the expenses of newly opened preschool organizations, including the wage fund, is provided from local budgets, with the exception of the Batken region.
“In accordance with paragraph 9 of the Procedure for providing targeted transfers from the republican budget to local budgets, approved by the Cabinet of Ministers on April 8, 2022, under number 201, the ministry is required to annually prepare a draft order of the Cabinet of Ministers for the allocation of such transfers to local budgets.
To prepare this draft, a letter No. 05-2/208 was sent on January 22, 2025, to the district (city) state administrations and local self-government bodies, as well as to the authorized representatives of the president in the regions.
This letter requested clarified information on the financial and economic calculations of the annual wage fund for the new preschool organizations, which was to be provided by January 29, 2026, according to the attached table.
Additionally, another letter was sent requesting the data as soon as possible. However, information from some regions arrived late, and some calculations did not meet the necessary requirements, revealing inaccuracies and a lack of data,” the ministry noted.
In connection with the above, a re-check of the data for each kindergarten was conducted together with the relevant representatives.
“At the moment, the information for all newly opened preschool education institutions has been fully clarified and processed,” the Ministry of Education concluded.
