The Ministry of Science, Higher Education, and Innovations has presented for public discussion a draft resolution regarding the provision of state educational grants to graduates of the Presidential Lyceum "Akyiman".

This document defines the rules for obtaining grants that can be used for education both at universities and colleges in Kyrgyzstan and abroad. The project was developed in accordance with the law "On Education," which grants graduates of the lyceum the right to choose an educational institution and form of study funded by the state grant. They will also be able to receive professional education at foreign universities that are included in global rankings.

Under the proposed project, graduates of the lyceum who enroll in foreign educational institutions will be able to receive a grant of 50,000 US dollars for one year of study. The number of quotas for grants in priority areas for the country will be established by the Cabinet of Ministers.

The document also describes the work of the State Grant Commission, the procedure for submitting documents, conducting competitions, and concluding contracts, as well as financing. If a graduate receives a full grant for studying at a foreign university from a global ranking, they will receive an additional state scholarship.

A contract will be concluded with grant recipients, obliging them to work for three years in state institutions or organizations with state participation. In case of violation of the contract terms, the graduate will be required to reimburse the costs of education.

The Presidential Lyceum "Akyiman" was opened in 2023 by presidential decree in Cholpon-Ata, on the shores of Issyk-Kul. This educational institution is intended for the training of gifted children from all over the country. Education begins in the sixth grade and is conducted in Kyrgyz and English languages according to an innovative program with an emphasis on STEM disciplines. The first graduation, consisting of approximately 74 students, is expected in the 2027-2028 academic year.

On the approval of the Procedure for granting state educational grants to graduates of the Presidential Lyceum "Akyiman" for studying in educational organizations of higher and secondary vocational education in the Kyrgyz Republic and abroad
Based on Article 39 of the Law of the Kyrgyz Republic "On Education," in accordance with Articles 13 and 17 of the constitutional Law of the Kyrgyz Republic "On the Cabinet of Ministers of the Kyrgyz Republic," the Cabinet of Ministers of the Kyrgyz Republic resolves:
To approve:
1) The Procedure for graduates of the Presidential Lyceum "Akyiman" to obtain a state educational grant for studying in educational organizations of higher and secondary vocational education abroad and in the Kyrgyz Republic according to Appendix 1;

2) The standard contract for obtaining a state educational grant for studying in foreign educational organizations of higher and secondary vocational education according to Appendix 2.

Procedure

for obtaining a state educational grant by graduates of the Presidential Lyceum "Akyiman" for studying in educational organizations of higher and secondary vocational education abroad and in the Kyrgyz Republic
General Provisions
1. This Procedure defines the processes for graduates of the Presidential Lyceum "Akyiman" to obtain a state educational grant for studying in educational organizations of higher and secondary vocational education abroad and in the Kyrgyz Republic, the rules for concluding contracts for education with grant recipients, the procedure for interaction with them, as well as the areas for study.

2. Graduates of the Presidential Lyceum "Akyiman" who enroll in foreign educational organizations of higher and secondary vocational education (hereinafter - foreign educational organizations) included in global rankings have the right to receive a state educational grant covering the cost of education fully or partially.

3. A state educational grant is funds from the republican budget provided to a graduate of the Presidential Lyceum "Akyiman" for studying in a foreign educational organization of a foreign state, regardless of ownership forms, in specialties listed and approved by the Cabinet of Ministers of the Kyrgyz Republic (hereinafter - the Cabinet of Ministers).

4. The state educational grant is allocated for studying in bachelor's programs for up to 4 years and for secondary vocational education for up to 3 years, but not exceeding the duration provided for in the curriculum of the foreign educational organization.

5. The amount of the state educational grant for studying at a foreign university is 50 (fifty) thousand US dollars for 1 (one) academic year.

6. Annually, for graduates of the Presidential Lyceum "Akyiman," the number of quotas for state educational grants for studying in priority areas/specialties for the Kyrgyz Republic in foreign educational organizations included in global rankings is determined by the Cabinet of Ministers.

7. Priority areas/specialties for the Kyrgyz Republic include technical and engineering fields, economic fields, social and humanitarian fields, and medical fields.

8. In the case of a graduate of the Presidential Lyceum "Akyiman" receiving a full grant to cover the cost of education in foreign educational organizations included in global rankings, they will receive a state scholarship in the amount determined by the decision of the State Grant Commission (hereinafter - GGC).

9. Graduates of the Presidential Lyceum "Akyiman" have the right to receive a state educational grant for studying in educational organizations of the Kyrgyz Republic and foreign states, regardless of ownership forms, within the quotas annually approved by the Cabinet of Ministers.

10. In the case of the cost of education exceeding the amount of the state educational grant, the responsibility for paying the excess cost lies with the grant recipient.
Powers and Organization of the Commission's Work
11. To conduct a competitive selection of candidates for obtaining a state educational grant for studying in foreign educational organizations, a State Grant Commission (hereinafter GGC) is created, the composition of which is approved by the Chairman of the Cabinet of Ministers of the Kyrgyz Republic.

The Commission carries out the selection of candidates for awarding the state educational grant in accordance with this Regulation.

12. The decisions of the GGC made within its competence are binding for the relevant state bodies.
The GGC:
- reviews the documents submitted by candidates for obtaining the state educational grant;

- conducts the selection of candidates for studying abroad;

- conducts interviews with candidates admitted to the competition;

- determines the list of winners of the competition for obtaining the state educational grant;

- creates working commissions if necessary to study specific issues related to the selection and education of grant recipients abroad;

- hears reports from the responsible state body on issues related to the education of grant recipients;

- makes proposals for amendments to regulatory legal acts governing the procedures for allocating state educational grants for studying abroad;

- determines other conditions of the competition not regulated by regulatory legal acts;

- considers issues regarding the assignment of grant recipients who have completed their studies in a foreign educational organization.

14. Meetings of the GGC are valid with the presence of two-thirds of the total number of members and are held according to its work plan. Extraordinary meetings are held as necessary by the decision of the chairman of the commission.

15. The chairman of the GGC organizes its work in accordance with this Regulation and the decisions of the Cabinet of Ministers of the Kyrgyz Republic.

16. The responsibility for the accuracy and objectivity of the documents and materials submitted for the commission's consideration lies with the secretary of the GGC.

17. Decisions of the GGC are made by open voting with two-thirds of the votes from the total number of members present at the meeting.
Procedure for Receiving and Reviewing Documents of Candidates for Obtaining a State Educational Grant
18. To participate in the competition for obtaining a state educational grant, graduates of the Presidential Lyceum "Akyiman" of the current year after graduation are allowed.

19. Candidates are allowed to the competition if they are accepted with a letter of offer for admission to foreign educational organizations of a foreign state.

20. Candidates for participation in the competition must provide the following documents:

1) a completed application form for participation in the competition for obtaining a state educational grant in the form approved by the authorized body;

2) passport/identity card;

3) certificate of basic and secondary general education issued by the Presidential Lyceum "Akyiman";

4) copies of documents confirming unconditional enrollment in academic studies with indication of the program, specialty, period of study;

5) certificates or other documents confirming proficiency in a foreign language;

6) recommendations from the administration of the Presidential Lyceum "Akyiman".

21. To coordinate and organize the work on the selection of candidates for obtaining a state educational grant, a secretariat is established in the Ministry of Science, Higher Education, and Innovations of the Kyrgyz Republic (hereinafter - the authorized body), which carries out its activities in accordance with the regulation approved by the authorized body.

22. The deadlines for the acceptance of documents and the conduct of the competition are annually approved by the authorized body and published in the mass media of the Kyrgyz Republic 14 (fourteen) calendar days before the start of the document acceptance period. The document acceptance period is at least 30 (thirty) calendar days.

23. The document package is submitted by the candidate through the web portal of the authorized body within the established document acceptance period.

Based on the results of the review of the submitted documents, the candidate will receive a notification in their personal account on the web portal of the authorized body about the acceptance of documents and admission to participate in the competition or a motivated refusal of their acceptance.

In case of non-compliance of the documents with the requirements and conditions of this Procedure, as well as the submission of an incomplete document package, the candidate has the right to correct the violations and resubmit the document package within the period established for their acceptance.

The review for compliance with the requirements of this Procedure of the candidate and the document package for admission to participate in the competition is carried out by the authorized body.

24. Grounds for refusal to admit a candidate to participate in the competition upon review of documents include:
submission of an incomplete document package;
submission of knowingly false information;
non-compliance of the direction/specialty with the list approved by the Cabinet of Ministers.
Organization and Conduct of the Selection of Candidates
25. The selection of candidates for obtaining a state educational grant is conducted in two rounds.

26. In the first round, the authorized body conducts the selection of documents in accordance with Chapter 3 of this Procedure.

27. The authorized body submits the materials of the candidates for the second round for consideration by the GGC.

28. The GGC makes the final decision on the allocation or refusal to allocate the state educational grant, which the candidate is notified of by posting information on the official web portal of the authorized body.
Procedure and Conditions for Concluding a Contract for Education
29. The winner of the competition must conclude a contract with the authorized body in the standard form approved by the Cabinet of Ministers within 90 (ninety) calendar days from the date of the GGC decision on the allocation of the grant to the candidate.

30. The contract stipulates the mutual obligations of the parties, the conditions of education, the procedure for fulfilling the obligations of the grant recipient after completing their studies, and the reimbursement of costs incurred for their education (in case they withdraw from the program for unjustified reasons, as well as in case of refusal to work according to the direction of the GGC).

31. The contract is the main document that grants the right to transfer funds to foreign educational organizations. Payment of expenses related to the education of the grant recipient abroad is made only after the contract is formalized.

32. After settling accounts with foreign partners, grant recipients are dispatched for study by the decision of the authorized body for the duration specified in the contract.
Procedure for the Grant Recipient to Fulfill Contractual Obligations After Completing Education
33. Graduates of the Presidential Lyceum "Akyiman" who have completed the full course of study and received a diploma or other equivalent document are enrolled in the reserve of personnel of state bodies, local self-government bodies, institutions, organizations, or enterprises whose activities are financed from the republican or local budget or in which there is a state share in the authorized capital, based on a personal application without competition.

34. A contract is concluded with graduates of the Presidential Lyceum "Akyiman" regarding the obligations to work in the territory of the Kyrgyz Republic for a period of 3 (three) years.

35. In case of violation of the contract terms, including refusal to be employed, the grant recipient is obliged to reimburse the costs of education in the manner established by the contract.
7 Financing of the Grant Recipient, Reimbursement of Expenses in Case of Revocation/Refusal of the Grant

36. In case of revocation of the grant from the Grant Recipient by the decision of the GGC based on non-compliance with the obligations of the grant contract, the expenses incurred for the Grant Recipient from the day of the GGC decision on the allocation of the grant must be reimbursed.

37. The Grant Recipient voluntarily concludes an agreement on reimbursement of financial resources within 30 (thirty) working days from the date of the decision on reimbursement of debt and/or receipt of notification of debt and reimburses expenses within the timeframes specified in the reimbursement agreement.

38. If the Grant Recipient does not conclude the reimbursement agreement within the timeframes established in paragraph 36 of this Procedure, the reimbursement of debt will be carried out in court.

STANDARD CONTRACT
for obtaining a state educational grant for studying in foreign educational organizations of higher and secondary vocational education

The Ministry of Science, Higher Education, and Innovations of the Kyrgyz Republic, hereinafter referred to as "MSHEI KR", represented by the Minister ___________________, acting on the basis of the Regulation, on one side, and the citizen of the Kyrgyz Republic ___________________ (Full Name), hereinafter referred to as "Grant Recipient", on the other side, hereinafter collectively referred to as "Parties" and individually as "Party", have concluded this Contract on the following:
1. SUBJECT OF THE CONTRACT
1.1. The subject of this Contract is the relationship between the Parties arising from the implementation of activities for the provision of a state educational grant (hereinafter referred to as the "grant") for organizing the education of the Grant Recipient.

1.2. Based on the results of the competition for the selection of candidates for the grant, conducted in accordance with the Procedure for obtaining a state educational grant by graduates of the Presidential Lyceum "Akyiman" for studying in foreign educational organizations approved by the Cabinet of Ministers of the Kyrgyz Republic (hereinafter referred to as the "Procedure"), based on the protocol of the meeting of the State Grant Commission (hereinafter referred to as the "GGC") dated "___" ________________ 20___, MSHEI KR sends the Grant Recipient for education at _______________________________________ (hereinafter referred to as the "educational organization"), country of study ____________________, under the program ________________________________, with a total duration of education on a grant basis of ________ years, ________ months.
2. OBLIGATIONS AND RIGHTS OF THE PARTIES
2.1. MSHEI KR is obliged to:

2.1.1. Issue an order for the dispatch of the Grant Recipient for education.

2.1.2. Notify the Grant Recipient of decisions made regarding them within 10 (ten) working days from the date of receipt of the protocol decision of the GGC.

2.1.3. Pay the expenses incurred from the day of the grant allocation related to organizing the education of the Grant Recipient, based on the Procedure and according to the terms of this Contract within 30 (thirty) working days from the date of signing the contract.

2.2. MSHEI KR has the right to:

2.2.1. Require from the Grant Recipient documents for monitoring the fulfillment of the Grant Recipient's contractual obligations, as well as establish reasonable deadlines for their submission.

2.2.2. Use information about the Grant Recipient during:

1) their participation in the competitive selection for obtaining the grant;

2) the organization of their education in the educational organization;

3) their education in the educational organization;

2.2.3. In case of non-fulfillment or improper fulfillment of the Grant Recipient's obligations under this Contract, terminate the financing of the Grant Recipient in accordance with the decision of the GGC to revoke the Grant Recipient's grant, reimburse or exempt from reimbursement of expenses incurred from the day of receiving the grant.

2.3. The Grant Recipient is obliged to:

2.3.1. Submit the necessary documents for monitoring the fulfillment of the Grant Recipient's contractual obligations within the deadlines established by MSHEI KR, and provide only accurate information about their health status, academic performance, parents, place of residence, and contact information.

2.3.2. Independently arrange documents for obtaining a visa.

2.3.3. Within 15 (fifteen) calendar days from the start of education, register with the diplomatic mission of the Kyrgyz Republic in the country of study.

2.3.4. Attend classes, complete all types of assignments within the deadlines set by the educational organization, timely pass tests, exams, and other forms of control provided for in the curriculum, and ensure academic performance at the end of each established educational period (semester, trimester, or academic year) in the process of study.

2.3.5. Complete and timely finish the full course of study according to the curriculum in the full-time department of the educational organization in the specialty, educational program, and degree specified in paragraph 1.2 of this Contract.

2.3.6. Not violate the legislation of the Kyrgyz Republic and the host country, generally accepted norms of behavior and morality, as well as the rules and requirements established by the educational organization.

2.3.7. Show respect to the teaching staff, educational support staff, and other personnel of the educational organization, employees of MSHEI KR, and other students, and not infringe on their honor and dignity.

2.3.8. In case of causing material damage to the educational organization, MSHEI KR, or third parties through their actions, timely reimburse the incurred damage at their own expense in accordance with the legislation of the Kyrgyz Republic or the host country.

2.3.9. Within 10 (ten) calendar days from the date of arrival in the Kyrgyz Republic after completing the full course of study, provide MSHEI KR with: a statement of completion of studies; documents of education for the program specified in paragraph 1.2 of this Contract, a transcript for the entire period of study, including the final one, indicating the grade for the thesis; an electronic version of the thesis. In case of inability to provide the specified documents due to the conditions of their issuance established in the educational organization, it is necessary to submit a written statement to MSHEI KR indicating the reasons for the untimely submission and the timeframe within which the corresponding document will be submitted, along with a confirmation letter from the educational organization, certified by a seal.

2.3.10. In case of a change of surname, contact information (residential address, phone numbers (home, mobile), email address) in the host country and in the Kyrgyz Republic, inform MSHEI KR about this within 10 (ten) calendar days.

2.3.11. In case of circumstances that hinder the proper fulfillment of obligations under this Contract, inform MSHEI KR in writing in an official form about the impossibility of fulfilling the conditions of this Contract within 20 (twenty) calendar days from the occurrence of the relevant circumstances.

2.3.12. Work in the direction of the GGC for 3 (three) years in state bodies, local self-government bodies, institutions, organizations, or enterprises whose activities are financed from the republican or local budget or in which there is a state share in the authorized capital.

2.4.The Grant Recipient has the right to:

2.4.1. Demand from MSHEI KR the fulfillment of its obligations under this Contract.

2.4.2. Submit an application to MSHEI KR for consideration of issues that fall within the competence of the GGC.

2.4.3. Be recommended by the GGC for enrollment in the reserve of personnel of state bodies and local self-government bodies, the list of which is determined by the decision of the Cabinet of Ministers in accordance with the Law of the Kyrgyz Republic "On State Civil Service and Municipal Service".
3. TOTAL AMOUNT OF THE CONTRACT AND PAYMENT PROCEDURE
3.1. The total amount of this Contract is

3.2. If there is an agreement, MSHEI KR will make the payment of the grant provided for by the corresponding agreement to the account of the Educational Institution.

3.3. Payments by MSHEI KR under this Contract are made only for periods of academic study.
4. RESPONSIBILITY OF THE PARTIES
4.1. When the GGC decides to reimburse expenses in cases of non-fulfillment or improper fulfillment of obligations under this Contract, leading to the revocation of the grant, or in case of refusal by the Grant Recipient from the grant or obligation to work after completing their studies, the Grant Recipient is obliged to pay the entire amount of expenses.

4.2. The Grant Recipient undertakes to pay the actual expenses within 30 (thirty) banking days from the date of receipt of the corresponding requirement from MSHEI KR, sent to the last known address of residence. Other repayment deadlines may be agreed upon by the Parties by signing the corresponding reimbursement agreement.

4.3. In case of termination of this Contract due to the occurrence of force majeure circumstances according to section 6 of this Contract, the Grant Recipient is exempt from reimbursement of expenses under this Contract based on the decision of the GGC.

4.4. MSHEI KR is not responsible for the non-fulfillment of its obligations under this contract if such non-fulfillment occurred due to the actions of the other party.

4.5. In other cases not provided for by this Contract, for non-fulfillment or improper fulfillment of obligations by the Parties under this Contract, the Parties are liable in accordance with the legislation of the Kyrgyz Republic in the field of civil relations.
5. CONDITIONS FOR TERMINATION OF THE CONTRACT
