The Office of the President of the Kyrgyz Republic has presented a draft of a new resolution concerning the State Center for Registration of Vehicles and Driver Personnel (GCRVDP). This document has been submitted for public discussion and aims to update the existing regulations governing the activities of this center, in accordance with the presidential decree dated September 15, 2025, No. 259.
Some details of the project
The main task of this document is to update the legal acts related to the operation of GCRVDP. The project proposes amendments to several acts of the Cabinet of Ministers that define the functions of this center.
Reorganization of the agency
According to the decree, the previously existing State Agency for Registration of Vehicles and Driver Personnel is now under the management of the Office of the President and has been transformed into GCRVDP. The new center has become the legal successor of the old agency.
In the draft resolution, it is proposed to instruct the Office of the President to approve an act on the transfer of succession, which will establish responsibility for all obligations.
Licensing of driving schools
To eliminate legal discrepancies, the project proposes to empower GCRVDP with the authority to license educational institutions engaged in the training and retraining of drivers. This is in accordance with the provisions of the Law "On the Licensing and Permitting System".
Updating regulatory acts
In the new edition, legal acts regulating the activities of GCRVDP will be approved. The documents in force since 2017 need a systematic update, as they have been amended multiple times and require adaptation to the new working conditions of the Center.
Prevention of risks during temporary registration
The project also includes proposals to change the rules regarding the temporary registration of vehicles to minimize risks. In particular, the following measures are proposed:
- a ban on the export of vehicles registered temporarily outside of Kyrgyzstan;
- the introduction of a digital code "11" for license plates of temporarily registered vehicles;
- the approval of a list of digital codes for registration plates of the cities of Bishkek, Osh, and regions.
These measures will help prevent illegal re-export, tax evasion, and possible international sanctions.
New state services
The project proposes to expand the Unified Register of State Services by adding the following positions of GCRVDP:
- Service for urgent issuance of driver's licenses;
- Service for urgent registration and re-registration of vehicles;
- Temporary registration of vehicles for foreign citizens and stateless persons;
- Conducting qualification exams for obtaining driver's licenses.
Financial aspects
In addition, the document presents the current procedure for the distribution of funds received from the services of the Center. The adoption of this resolution, as stated in the explanatory note, will allow for the full implementation of the tasks set before GCRVDP and improve the quality and transparency of the provision of state services in the field of vehicle registration and driver personnel accounting.
