President Sadyr Japarov announced a comprehensive reform in the issuance of driver's licenses. According to his statement, 90% of existing licenses were obtained through violations, which is one of the reasons for the high mortality rate on the roads: since 2014, more than 10,000 people have died in traffic accidents, and over 121,000 have been injured. The head of state noted that corruption schemes in this area will be completely eliminated — obtaining a driver's license will only be possible after completing a full training course.

Starting in 2026, all indefinite driver's licenses of the old model will be replaced with licenses valid for 10 years and compliant with international standards. Training for future drivers will take 14 months and will be conducted exclusively in state driving schools, while all private institutions will be closed. A mandatory course on traffic rules will be introduced for 11th and 12th-grade students, and vehicle technical passports will be converted to plastic cards integrated into the "Tündük" system.
