According to the document, kindergartens such as "Solnyshko," owned by institution No. 14 of GSIN, will be transferred to the ownership of the Orto-Kayindy rural administration, located in the Panfilov district of the Chuy region.
The explanatory note states that currently, GSIN manages four preschool institutions. In 2024, the expenses for their maintenance amounted to 112.1 million soms, while the income from parental fees was only 3.1 million soms. Additionally, more than 17 million soms have been allocated from the state budget to cover expenses and 92 million soms for the capital repair of two kindergartens.
During the analysis, a discrepancy was found between the planned capacity and the actual number of children. For example, the kindergartens "Solnyshko" and "Kyzgaldak" are not fully loaded, while the kindergarten "Baktyluu Balalyk" operates over capacity — 240 children with a norm of 200 places.
The transfer of kindergartens aims to optimize the functions of GSIN, eliminate non-core tasks, improve access to preschool education, and ensure the rational use of budgetary funds. At the same time, a quota will be maintained for the children of GSIN employees and institution workers.
Draft Resolution of the Cabinet of Ministers
On the transfer of buildings of departmental preschool educational organizations of the State Service for the Execution of Sentences under the Cabinet of Ministers of the Kyrgyz Republic to municipal ownership
In order to enhance the efficiency of the functioning of the preschool education system at the local government level, guided by Articles 13 and 17 of the Constitutional Law of the Kyrgyz Republic
“On the Cabinet of Ministers of the Kyrgyz Republic,” as well as Article 6 of the Law of the Kyrgyz Republic “On Municipal Property,” taking into account the resolution of the rural council of the Jayylma rural area dated August 1, 2025, No. 44/IX and the resolution of the rural council of the Tort-Gul rural area dated July 23, 2025, No. 45-5, the Cabinet of Ministers of the Kyrgyz Republic resolves:
1. The State Agency for Management of State Property under the Cabinet of Ministers of Kyrgyzstan shall transfer to the municipal ownership of the executive bodies of local self-government (ayil okmotu) the buildings and structures with adjacent land plots of the following departmental preschool educational organizations of GSIN for use in educational purposes:
- Kindergarten "Baktyluu Balalyk" at institution No. 3, located at: Chuy region, Issyk-Ata district, village of Novo-Pokrovka, Logvinenko Street 5 (identification number 7-04-10-0004-0028), with a total land area of 5677.54 sq.m., to the municipal ownership of Jayylma ayil okmotu;
- Kindergarten "Kyzgaldak" at institution No. 8 of GSIN, located at: Chuy region, Moscow district, village of Petrovka, Frunze Street 45a (identification number 7-06-05-0001-0966), with an area of 6238.6 sq.m., to the municipal ownership of the ayil okmot of the Tort-Gul rural area;
2. GSIN is obliged to:
- transfer by transfer acts the furniture and equipment of the specified institutions;
- transfer the staff units with the corresponding wage fund and other expenses for their maintenance;
- make changes to the maximum staff number of GSIN in accordance with this resolution;
- take necessary measures arising from this resolution;
- calculate and transfer budgetary funds for 2025, allocated by GSIN for the maintenance of departmental preschool educational organizations to the local budgets of the respective executive bodies of local self-government.
3. It is recommended to the executive bodies of local self-government to:- accept into municipal ownership the buildings and structures of the specified departmental preschool educational organizations of GSIN with adjacent land plots, furniture, and equipment;
- ensure the registration of municipal property rights to the accepted buildings, structures, and land plots;
- accept staff units with a wage fund and other maintenance expenses funded from the republican budget through the Ministry of Education and Science of the Kyrgyz Republic, in accordance with the Government resolution dated May 30, 2013, No. 302;
- provide quotas for the children of GSIN employees located in the areas of the preschool educational organizations;
- ensure the maintenance and servicing of the specified facilities at the expense of the local budget;
- prevent the alienation of the transferred facilities and use them exclusively for preschool education purposes.
4. Control over the implementation of this resolution shall be entrusted to the Department for Monitoring the Implementation of Decisions of the President and the Cabinet of Ministers of the Administration of the President of the Kyrgyz Republic.
5. This order shall come into force seven days after its official publication.
