According to current sanitary rules, primary classes cannot be located above the third floor. However, as part of the transition to a 12-year education system and the increase in the number of students, the Ministry of Health proposes to amend the SanPin. In conditions of dense construction and a shortage of available land in some areas, it is proposed to allow the construction of four-story buildings for primary classes. It is important to note that the upper floor will not house classrooms, but rather administrative, recreational, and additional spaces for teachers.
