According to the information, the project "Preferential Lending for the Development of Preschool Education - 2," approved by the Cabinet of Ministers' resolution No. 594 dated September 19, 2025, is aimed at eliminating the shortage of places in kindergartens and increasing children's access to them.

As part of the second phase of this initiative, individuals will be able to participate in the program and obtain loans until December 2025.
To become a participant in the program, it is necessary to undergo an approval procedure at the Ministry of Education. The following documents are required for this:
- a letter addressed to the minister;
- a business plan outlining the concept, format, project capacity, fixed assets, personnel, and conditions created in the kindergarten;
- project and estimate documentation.
In the second phase, candidates must also pass a commission at "Aiyl Bank" and "Eldik Bank."
