Among the proposed changes is an increase in the special part of the budget by 76 million 37.8 thousand soms, including:
- 250 thousand soms for the City Culture Department due to receiving sponsorship assistance;
- 1 million 785.1 thousand soms for the A. Umuraliev Bishkek City Drama Theater, also thanks to sponsorship support;
- 52 million 380 thousand soms for the Department of Individual Construction and Urban Planning for the development of the city's master plan;
- 500 thousand soms for the municipal institution "Football Club Alga-Bishkek";
- 12 million soms for the Capital Construction Department;
- 8 million 145 thousand soms for the Lenin District Administration;
- 416.4 thousand soms for the "SDYUSHOR Dolphin";
- 500 thousand soms for the "Children's Milk Kitchen" due to changes in product prices;
- 61.3 thousand soms for the GCTSH "Kyrgyzstan Baladry".
Additionally, an increase in both the revenue and expenditure parts of the budget is expected due to transfers from the republican budget amounting to 6 billion 345 million 533.9 thousand soms, including:
- 3 billion soms to cover part of the expenses for the salary fund of educational institutions;
- 3 billion 297 million 59 thousand soms for subsidizing enterprises in the fuel and energy complex;
- 48 million 474.9 thousand soms from fines collected in the automated system "Unified Register of Offenses".
The draft also includes changes to the parameters of the local budget for 2025 based on the analysis of expenditure execution, material balances, and accounts receivable:
1) Reduction of the expenditure part of the city budget for the following items:
- 20 million 049.2 thousand soms for "State Services of General Purpose";
- 342.1 thousand soms for "Defense";
- 327 million soms for "Economic Issues";
- 776 million 071.8 thousand soms for "Housing and Communal Services";
- 50 million 207.1 thousand soms for "Recreation, Sports, Culture, and Religion";
- 1 million 372 thousand soms for "Education";
2) Reduction of expenditure plans for district budgets:
- 85 million 893.6 thousand soms for the Lenin District Administration;
- 17 million 961.4 thousand soms for the Oktyabr District;
- 37 million 752.3 thousand soms for the Pervomaisky District;
- 76 million 600.5 thousand soms for the Sverdlovsk District.
The draft also provides for the norms of payment for food benefits for children receiving vouchers.
Furthermore, it is proposed to establish a bonus of up to 200% of the salaries of employees working in the local government of Bishkek, as well as to increase the monthly bonus for municipal institution employees to 7,000 soms.
The redistribution of funds is planned as follows:
- for the municipal enterprise "Bishkeksvet" – 43 million 211.7 thousand soms;
- for "Bishkekasfaltservice" – 180 million 372.3 thousand soms;
- for "Tazalyk" – 385 million 635.5 thousand soms;
- for "Bishkekzelenstroy" – 112 million 102.0 thousand soms;
- for "BARU" – 2 million 557.0 thousand soms;
- for "Bishkek City Transport" – 89 million 219.0 thousand soms;
- for "Center for Digital Technologies" – 14 million 856.0 thousand soms;
- for the Department of Urban Economy – 41 million 775.2 thousand soms;
- for "Bishkekgorlift" – 92 million 470.0 thousand soms;
- for the Capital Construction Department (landscaping) – 268 million 600.8 thousand soms;
- for capital investments – 26 million 332.9 thousand soms;
- for housing and communal services – 8 million 082.5 thousand soms;
- for healthcare – 22 million 607.8 thousand soms;
- for culture – 52 million 052.7 thousand soms;
- for education – 873 million 006.5 thousand soms;
- for social protection – 13 million 750.4 thousand soms;
- for the Department of Education – 129 million 279.7 thousand soms;
- other redistributions – 907 million 679.2 thousand soms.
