According to the new decree, the academy is now not subordinate to the State Agency for Public Service and Local Self-Government, which is under the Cabinet of Ministers. A special legal regime is introduced, which will be in effect for one year and regulates the financial activities of the Academy.
The Academy also receives new rights. In particular, it is granted the right to independently form its internal organizational and management structure in agreement with the Board of Trustees, appoint and dismiss vice-rectors in coordination with the Presidential Administration, as well as open bank accounts in commercial banks with state participation outside the treasury system for managing extrabudgetary funds.
Furthermore, the educational institution will be able to independently set prices for paid educational and consulting services, as well as generate income from its educational, consulting, scientific, and publishing activities.
The Academy is tasked with:
– conducting state re-registration with the justice authorities;
– adapting its decisions in accordance with the decree and taking other necessary steps.
The Cabinet of Ministers is given the following tasks:
1) to consider the possibility of increasing the maximum number of Academy staff and from April 1, 2026:
– to raise salaries for the administrative and other personnel of the Academy by 100 percent; for rectors and vice-rectors – by 50 percent; for the teaching staff – by 100 percent;
– to allocate 50 percent of the Academy's payroll fund from the republican budget to create a special development and material incentive fund for employees;
The Cabinet of Ministers is also tasked with initiating a draft law "On Amendments to the Law on Education," which will establish the specifics of applying part 2 of Article 47 of the Law on Education for certain state educational institutions of higher professional education with special status.
The decree cancels five previous presidential decrees regarding the Academy of Public Administration issued between 2012 and 2022.
The document will come into effect ten days after its official publication. The decree was signed on November 24, 2025.
