The President of the Kyrgyz Republic, Sadyr Japarov, signed a decree amending the procedure for awarding class ranks to state and municipal employees, as well as other categories of individuals. This step is aimed at improving legal regulation regarding the awarding, downgrading, and revocation of class ranks.

According to the new requirements, to obtain class ranks of advisors of the 1st to 3rd classes, it is necessary to have at least five years of work experience in state or municipal service. A minimum of ten years is required for awarding ranks of the 1st to 3rd classes. In some cases, based on the decision of the personnel commission or management, early awarding of the rank may be possible.

The changes also pertain to the procedure for obtaining the first class rank: it can be awarded no earlier than one year after appointment to an administrative position, and for senior advisors — after two years. When transferring within the same state body, the length of service will be counted continuously.

Furthermore, the requirements for submitting documents for the awarding of higher ranks have been clarified, and a single list of necessary certificates and copies for the consideration of candidates has been established.

Additionally, the list of positions for which class ranks are provided has been expanded to include the head and deputy head of the secretariat of the National Council for the Development of the Virtual Assets and Blockchain Technologies Sector.
