This draft law has been prepared in accordance with the presidential decree, which establishes the status of the Kyrgyz State Medical Academy (KGMA) as a system-forming university. This grants the academy exclusive rights to train specialists with higher medical and pharmaceutical education, as well as to retrain and improve the qualifications of medical and scientific personnel.
The main tasks of KGMA include: ensuring that educational programs meet both national and international standards, accreditation, developing practice-oriented training, simulation training, and implementing digital technologies in the educational process.
The proposed changes concern the following laws:
- The Law "On the Licensing and Permitting System" – provides for the termination of licenses for educational institutions that do not meet the requirements for state accreditation.
- The Law "On Education" – consolidates the status and functions of KGMA as a system-forming university.
- The Law "On the Protection of Citizens' Health" – expands the powers of the Ministry of Health in the field of licensing educational activities and training scientific personnel.
- The Law "On Science" – clarifies the legal status of scientific organizations in the field of healthcare.
Among the proposed innovations:
- State educational standards for higher professional and additional medical education are developed by KGMA and have the same status as state standards.
- Control over the educational process and assessment of the quality of medical personnel training will be carried out by the Ministry of Health, rather than by the authorized body in the field of education.
- The founder approves the charter of the system-forming university, and licenses for educational activities in the field of medicine and pharmaceuticals will be issued by the Ministry of Health.
- All programs of higher professional and additional education in the field of healthcare are subject to mandatory state accreditation.
- State educational organizations of higher medical education will be able to conduct financial activities outside the budgetary system.
- The appointment of heads of universities and research organizations in the field of healthcare will be carried out by the Ministry of Health.
- Internship and residency programs will be implemented by accredited educational institutions and clinical facilities with the assignment of specialties based on the results of practice.
