The aim of this document is to create an effective system capable of predicting labor market needs and developing recommendations for vocational education.
According to the draft, the Ministry of Labor, Social Welfare, and Migration is designated as the main coordinating body in this area. It will be responsible for collecting and analyzing data on employment, as well as in-demand professions and workforce training.
The National Statistical Committee and the Tax Service will provide the Ministry of Labor with information on the number of workers in various sectors, including data on self-employed citizens. It is also proposed to amend the registration of patents for the self-employed by adding a section on the type of their economic activity.
The Ministries of Education and Science, Higher Education, and Innovation are committed to providing data on the number of graduates and their employment every three years (starting from 2027), which will help to more accurately assess the alignment of specialist training with the needs of the economy.
According to the plan, 6 million soms will be allocated from the republican budget for the analysis and forecasting of labor market demand every three years, starting from 2030.
The authors of the document emphasize that its adoption will better align the education system with the real needs of the labor market, which, in turn, will increase the level of employment and reduce the shortage of qualified specialists.
