According to information from the Ministry of Labor, Social Security, and Migration of the Kyrgyz Republic, during the first nine months of 2025, the status of qayrlman was granted to 711 ethnic Kyrgyz.

Since gaining independence, Kyrgyzstan has accepted more than 70,000 ethnic Kyrgyz, of whom about 65,000 have already acquired citizenship of the country.

The process of granting the status of qayrlman is carried out by a special interdepartmental commission, which includes representatives from various state bodies, including the State Committee for National Security, the Ministry of Internal Affairs, and the Ministry of Labor and Social Security. Applications are reviewed within three months.

Of the total number of those who received the status of qayrlman, ethnic Kyrgyz arrived from the following countries: 54 from Uzbekistan, 629 from Tajikistan, 12 from the People's Republic of China, 7 from Russia, 8 from Afghanistan, and 1 from other countries.

The issued qayrlman certificate is valid for three years, during which its holders must apply for citizenship of the Kyrgyz Republic. Holders of this status are entitled to social benefits, medical care, education, and employment in the country.
