As reported by the supervisory authority, criminal cases were initiated on 1,204 materials, while 11,394 requests were denied the initiation of cases. The main reasons for refusals included the absence of signs of a crime, reconciliation of the parties, and the civil-legal nature of the disputes.
The prosecutor's office conducted a review of the legality of these decisions and found a number of violations. As a result of the supervisory measures taken, 1,512 materials were canceled. Of these, the prosecutor's office initiated criminal cases on 11 matters, while 1,501 materials were sent to the Internal Affairs Department for further investigation. Repeated checks led to the initiation of 277 criminal cases.
