During the meeting, specialists discussed ways to improve labor compensation conditions in the budget sector of the Kyrgyz Republic. One of the main issues was the reform of the wage system in the context of fiscal and macroeconomic indicators, which is necessary to ensure budget sustainability. The goals of the Ministry of Finance regarding the phased increase in wages for certain categories of budget sector employees starting from 2026 were also taken into account.
The mission presented a detailed analysis, which includes an in-depth study of sectors such as healthcare, education, and public service. Aspects of wage formation and employment were examined, with a focus on current challenges and opportunities for reform. Alternative reform scenarios and recommendations for short-term and medium-term policies were also proposed, based on international experience in reorganizing wage systems across various sectors of the economy and different options for determining wage levels.
