On October 20, 2014, a meeting took place in the Small Hall of the Ministry of Finance of the Kyrgyz Republic between the leadership of the Ministry of Finance and the State Personnel Service of the Kyrgyz Republic and a delegation from the Republic of Turkey, consisting of representatives from the Ministry of Finance and the Treasury Secretariat of Turkey, as well as the Turkish Cooperation and Coordination Agency (TIKA). The Deputy Minister of Finance, Zuur Eduardovna Bayamanova, warmly welcomed the guests and expressed her pleasure in seeing colleagues at the Ministry of Finance of the Kyrgyz Republic, briefly informing them about the ministry's tasks regarding the upcoming reforms.
A seminar for Turkish colleagues on studying the current financial system of the Kyrgyz Republic and further analyzing the needs of the Kyrgyz side regarding the automation of processes in public financial management will take place from October 20 to 24, 2014.
During this period, employees of the Ministry of Finance will present information on the budget structure, current budget processes, existing information systems, as well as upcoming reforms in the financial management system using international accounting and reporting standards. Visits to regional offices of the Ministry of Finance will be organized, and the State Personnel Service of the Kyrgyz Republic will provide information on reforms in human resource management in public administration.
At the end of this seminar, it is expected that joint priority tasks and directions for the automation of the full cycle of the budget process with integrated accounting of the payroll fund for civil servants will be determined together with the Turkish colleagues.
It should be noted that earlier, in July of this year, a Kyrgyz delegation visited the Ministry of Finance and the Treasury Secretariat of Turkey to learn about the information systems used in Turkey's public financial system. As a result of the negotiations, the Turkish side expressed its readiness to support the reforms of the Ministry of Finance of the Kyrgyz Republic, and a decision was made to organize the visit of Turkish colleagues to the Kyrgyz Republic to conduct an analysis of the needs of the Ministry of Finance of the Kyrgyz Republic.
