
A meeting was held at the Ministry of Finance of the Kyrgyz Republic between employees of the Ministry of Finance and the State Personnel Service of the Kyrgyz Republic and a delegation from the Republic of Turkey, consisting of representatives from the Ministry of Finance and the Treasury Secretariat of Turkey, as well as the Turkish Cooperation and Coordination Agency (TIKA). Deputy Minister – Director of the Central Treasury Almaz Baketaev thanked the Turkish colleagues for their work during the seminar and inquired about their first impressions and intentions regarding the work of the Ministry of Finance of the Kyrgyz Republic.
The seminar for the Turkish colleagues on studying the current financial system of the Kyrgyz Republic and for further analysis of the needs of the Kyrgyz side in terms of automating processes in public financial management lasted from October 20 to 24, 2014.
During this time, the employees of the Ministry of Finance presented their current work and vision for its optimization using international accounting and reporting standards. Visits were organized to the regional treasury office in Bishkek, and the IT infrastructure for the future project was presented. In addition, the State Personnel Service of the Kyrgyz Republic provided information on reforms in human resource management in public administration.
The Turkish colleagues noted the high level of organization of the seminar and the quality of the materials presented, and stated that the information received would help to "outline" a Roadmap for optimizing the full cycle of the budget process in the Kyrgyz Republic.
Baketaev A. K. emphasized that this Roadmap will undoubtedly be a positive step, as according to the Plan of Measures for the automation of public financial management processes, which has been adopted and presented to international financial institutions, the Ministry of Finance must develop a preliminary Technical Assignment and Feasibility Study for the future public financial management information system by December of this year. Therefore, the comments from the Turkish colleagues, based on practical experience, will serve as a useful support in the upcoming work.
The Turkish side expressed its readiness to support the reforms of the Ministry of Finance of the Kyrgyz Republic, and it was decided to officially summarize the results and present the project of the aforementioned Roadmap to the Ministry of Finance of the Kyrgyz Republic within four weeks. At the same time, the parties noted that this is just the beginning of the journey, and further purposeful joint cooperation is necessary to achieve the set goals.
