Sadyr Japarov signed a law regulating internships and private medical practice

The President of the Kyrgyz Republic, Sadyr Japarov, has approved the draft law "On Amendments to Certain Legislative Acts in the Field of Health and Education."

This law was approved by the Jogorku Kenesh on September 24, 2025.

According to the new provisions, changes have been made to the laws "On Education," "On the Protection of Citizens' Health," and "On Public Health."

The press service of the president reported that in the laws "On Education" and "On the Protection of Citizens' Health in the Kyrgyz Republic," internship will now be considered a form of postgraduate professional education.

The amendments also affected part 2 of Article 42 of the law "On Public Health," where the provisions regarding the necessity of forming a state reserve of vaccines amounting to at least 6 months of the annual need for preventive vaccinations based on epidemic indications have been excluded. This is due to the fact that predicting disease outbreaks is impossible, and purchased vaccines may go unused due to inaccurate forecasts, which creates financial risks for the country's budget. Additionally, the destruction of unused vaccines incurs extra costs and environmental issues when disposing of expired medical products.

Amendments to Article 21 of the law "On the Protection of Citizens' Health in the Kyrgyz Republic" now establish that only those specialists who have at least 5 years of work experience in state or municipal medical institutions can engage in private medical practice for certain types of services, except for those who fall under specific exceptions in part 5 of Article 16 of this law. A specific list of types of medical activities will be determined by the authorized body in the field of health.

The Cabinet of Ministers will establish the procedure for conducting private medical practice.
