Renaming Jalal-Abad to Manas
One of the most notable changes was the renaming of the city of Jalal-Abad to Manas.The initiative was unexpected, and the process moved so quickly that the residents of the country did not have time to realize how the president signed the law on the new name.
Now, all signs, seals, and documents need to be changed, which, by preliminary estimates, will cost at least 15 million soms.
Changes in the names of streets in Bishkek and Osh
In Bishkek, the city hall proposed renaming a number of key streets in the capital so that the name would be uniform along the entire length, rather than divided into sections. For example, Kurmanjan Datka Street will no longer continue as April 7 Street.The Bishkek city council has already approved this proposal, which will come into effect in 2026.
In addition, in Osh, Lenin Street was renamed in honor of Alymbek Datka, and new signs have already been installed along the entire street.
Increase in the number of ministries
In early February 2025, a new ministry was established in the country — the Ministry of Construction, Architecture, and Housing and Communal Services, formed on the basis of the State Agency for Architecture, Construction, and Housing and Communal Services.The ministry is headed by Nurdin Oruntaev, who previously served as the director of the State Construction Agency and is known as the vice-mayor of the capital.
Changes in the aviation sector
Significant changes also occurred in the aviation industry.On December 19, 2024, the shareholders of JSC "MAM" decided to rename JSC "Manas International Airport" to "Airports of Kyrgyzstan." This decision was supported by the owners of 28.6 million shares, while 3 million shares were opposed, and 1.3 thousand abstained.
Additionally, Bishkek changed its aviation code: Manas International Airport now has the IATA code BSZ instead of FRU.
Growth in the number of state institutions
The process of creating new state structures in the country continues. Here are some of them formed in 2025.President Sadyr Japarov signed a decree in June 2025 "On the establishment of the state institution 'E-Diplomat'" under the Ministry of Foreign Affairs. This institution will deal with the organizational and technical support of diplomatic service bodies and the development of digital infrastructure.
Also, on June 9, Resolution No. 325 was signed, which established the state institution "Ekooperator," responsible for the disposal of household waste and monitoring the expenditure of funds for waste recycling. The director will be appointed from the Ministry of Natural Resources.
In May, a state enterprise "Kyrgyz Munay Kompaniyasy" was created under the State Agency for Management of State Property, aimed at ensuring the domestic market with fuel and lubricants.
In June, a unified management company "Issyk-Kul" was established, which will manage state property in the Issyk-Kul region.
In May, a Regional Development Center was established in the Chui region under the presidential representative office to attract investments.
The Cabinet of Ministers also created an open joint-stock company "Tunduk," aimed at digitalization and the development of information systems for state bodies.
This year, the state institution "Kyrgyz Kurshavel" was renamed to "Ala-Too Resort" by the decision of the Cabinet of Ministers.
In October 2025, JSC "Green Financing Fund of the Kyrgyz Republic" was established, which will implement state policy in the field of sustainable development and support green projects.
Increase in the number of banks
In September, the National Bank of Kyrgyzstan issued a permit for the establishment of an open joint-stock company "Kylım Bank," which will be a new state bank with a charter capital of 1 billion soms. The nominal value of one share will be 1,000 soms, and by 2027, the capital is expected to grow to 5 billion soms.There are already four state banks operating in the country: "Aiyl Bank," "Eldik Bank," the State Development Bank, and "Keremet Bank."
A new commercial bank "Berekett Bank" is also expected to emerge, for which the National Bank has already issued a permit for the establishment of a closed joint-stock company.
