Sadyr Japarov granted the State Committee for National Security the right to conduct paid DNA testing for the population.

The President of the Kyrgyz Republic, Sadyr Japarov, has approved a law that amends the existing law "On the National Security Bodies of the Kyrgyz Republic."

This law was approved by the Jogorku Kenesh on September 24, 2025.

According to the new provisions, national security bodies are granted the right to conduct judicial examinations, forensic studies, and other necessary analyses, including services on a paid basis. These services will be provided in accordance with the norms of legislation on public services.

In particular, the GKNB is empowered to carry out paid molecular-genetic (DNA) research for citizens.

Earlier, the Deputy Chairman of the GKNB, Abdykadir Razaev, reported that in 2024, a laboratory for DNA analysis was opened, which can conduct molecular-genetic studies of traces and samples for the purpose of creating DNA profiles, including determining kinship and forensic identification of biological origin objects found at crime scenes.

According to Razaev, the operation of this laboratory significantly contributes to the detection and prevention of serious crimes, as well as helps in identifying individuals of interest for operational work. For modern DNA analyses, only small volumes of biological samples are needed, such as drops of blood, saliva, or sweat on various surfaces, as well as hair, nails, and other items previously used.

Currently, this laboratory is the first and only one in Kyrgyzstan, with no analogs, and citizens have to seek such expertise outside the country, noted Razaev.

To ensure the effective operation of the DNA laboratory, it is necessary to periodically purchase expensive reagents and consumables. In this regard, the GKNB proposes a bill to introduce paid public services for citizens, added the Deputy Chairman.
