According to the new regulations, the right to engage in private medical practice will be granted only to those doctors who have worked for at least five years in state or municipal institutions. Exceptions will be made for certain categories of specialists. The Ministry of Health will determine the areas where private practice is permitted, while the cabinet of ministers will establish the general procedure for its conduct.
The law also clarifies the rules regarding the import and export of donor blood and its products. The import of blood into Kyrgyzstan and its export abroad is permitted only in three cases:
- for the exchange of components that are not produced in the country;
- for emergency assistance to citizens of the Kyrgyz Republic abroad;
- for providing humanitarian aid to other countries.
The sale of donor blood and its components outside the country is prohibited.
Within the framework of the Law "On Education," it is clarified that medical training now includes both internship and residency, which establishes a unified system of professional training for doctors.
The Law "On Public Health" excludes the mention of funding for preventive vaccinations "for epidemic indications" from the general procedure. Now, the cabinet of ministers will independently determine the procedure for forming and spending funds on such vaccinations.
The government has three months to bring all subordinate legislation into compliance with the new law. This document will come into force in ten days.
