In Kyrgyzstan, the Issues and Prospects of Using Artificial Intelligence in Healthcare Have Been Studied
During the work, the ethical and legal challenges arising from the application of AI in medical practice were examined, and recommendations were proposed to ensure the responsible use of technologies in the context of the country's digitalization.
The authors of the study emphasize that the process of implementing AI in healthcare is uneven.
“Medical professionals experience uncertainty when working with new digital systems due to a lack of training. Moreover, the absence of centralized repositories leads to medical information being scattered, making effective AI training difficult. There are also trust issues from doctors towards AI systems. Ethical aspects of AI usage in the country do not receive adequate attention in academic and applied research: there are no systematic reviews or empirical data in open sources. To date, there is no single law in Kyrgyzstan regulating digitalization and the use of AI. A risk classification for AI-based medical systems has not been developed, and issues of moral and legal responsibility for AI errors remain unresolved. Responsibility for errors caused by AI in healthcare should be multilayered: doctors retain professional responsibility for clinical decisions, developers must ensure the quality of algorithms, and medical institutions must create safe conditions for the application of technologies,” the authors of the study assert.
In conclusion, they point out that the ethical and legal aspects of using AI could become significant obstacles to the digitalization of healthcare in Kyrgyzstan. A clear ethical and legal framework is necessary for the successful application of AI in medicine, which will define the areas of responsibility for all participants, thereby increasing both doctors' and patients' trust in AI and their willingness to use such technologies.
