The draft Law "On State Genomic and Dactyloscopic Registration in the Kyrgyz Republic," developed by the Ministry of Internal Affairs of the KR, was presented on the Unified Portal of Public Discussions.
This draft law defines the mechanism for the collection, storage, and use of genomic (DNA) and dactyloscopic (fingerprint) information. The main goal is to create a database that will allow for the identification of citizens, the search for missing persons, the identification of unidentified bodies, and the facilitation of crime solving.
According to the proposed draft, mandatory genomic registration will apply to individuals convicted of serious and particularly serious crimes, as well as to those whose biological materials were seized during investigations and unidentified corpses. Dactyloscopic registration will be mandatory for law enforcement officers, accused individuals, suspects, foreign citizens, and stateless persons residing in Kyrgyzstan.
For other citizens, fingerprinting will remain voluntary.
The collected data will be stored in electronic databases of the Ministry of Internal Affairs, and the draft law includes strict measures for information protection and liability for its leakage or misuse. The control over compliance with the norms will be entrusted to the internal affairs authorities, while oversight will be carried out by the prosecutor's office.
