The biometric database will allow citizens to obtain necessary certificates without contacting government agencies


On March 26, First Deputy Prime Minister Taiyrbek Sarpashev participated in a conference on the topic "Population Registration, Data Protection, and the Right to Privacy: Challenges and Opportunities."

According to Sarpashev, a system for a unified automated personalized accounting of citizens of the Kyrgyz Republic is currently being created – the Unified State Register of the Population (USRP), which will serve as the only official source of information on personal data for all categories of the population for the information systems of government bodies and local self-government bodies.

The population register is intended for collecting, storing, updating, and analyzing information about the citizens of Kyrgyzstan. The creation and full functioning of the population register, along with the national campaign initiated for the creation of the USRP to collect biometric and personal data, will allow citizens to apply for government services without unnecessary bureaucratic delays.

"Thanks to the biometric data database, it is planned that in the second half of 2016, 'Info Machines' will appear on the streets – equipment similar to ATMs with built-in fingerprint scanners. With the help of the 'Info Machine', citizens will have the opportunity to obtain necessary certificates without additional delays; they will just need to scan their fingerprints and fill out an electronic card. This service will enhance the comfort of urban life and allow citizens to save significant time. Today, to obtain a certificate, you wait, at best, 2-3 hours in line," said Sarpashev.

The First Deputy Prime Minister also emphasized that the implementation of the USRP could yield significant economic benefits and ensure annual savings of millions of soms by detecting cases of fraud with documents of state significance, as well as by reducing the number of erroneous or intentionally illegal social payments.

Concluding his speech, Sarpashev noted that citizens will soon begin to feel the conveniences of the innovations in their daily lives.
