At the meeting of the National Council on Virtual Assets and Blockchain Technologies held on October 24 in Bishkek, Kamchybek Tashiev, head of the State National Security Committee (GKNB), noted that the digital economy presents not only opportunities but also certain threats.

He emphasized that when developing regulations for the use of cryptocurrencies, it is essential to consider the interests of the country and security. "Every decision in this area must be carefully weighed against political, economic, and reputational risks, as well as potential sanctions, especially when choosing partners," he added.

Tashiev also pointed out that transnational cybercriminal groups often use such tools, harming the financial security of the country and putting ordinary citizens at risk.

According to him, systems to protect the population from these risks should be integrated into digital projects from the very beginning. Currently, the possibility of amending the criminal legislation in Kyrgyzstan to establish liability for crimes in the field of virtual assets is being considered, he noted.

“It is known that virtual assets provide a high level of anonymity, making them attractive for money laundering, financing terrorism, and drug trafficking. However, to date, there is no clear legal framework for holding accountable those involved in illegal operations with crypto assets, which complicates the fight against such crimes,” Tashiev explained.

The head of the GKNB also proposed to prohibit the circulation and sale of virtual assets without a license, as well as to introduce criminal liability for certain crimes in this area.

“Our task is to create a system that ensures a balance between the security of innovative technologies and the economic interests of the state,” he concluded.
