
President of the Kyrgyz Republic Sadyr Japarov has signed a law that amends the country's Criminal Code. This law was approved by the Jogorku Kenesh on September 25, 2025.
The main objective of the new legislation is to create an effective legal framework for protecting individuals performing public duties or engaged in official and professional activities from violent actions.
The amendments concern Articles 136 and 280 of the Criminal Code and aim to strengthen criminal liability for violence against those fulfilling their official duties or performing public functions.
In particular, the law now establishes criminal liability for minor harm to health that leads to temporary health impairment or slight persistent loss of capacity to work, if this occurs in connection with the professional activities or public duty of the victim (part 2 of Article 136 of the Criminal Code). The fine under this provision ranges from 500 to 1,000 calculated indicators.
Similar changes have been made to Article 280, which addresses hooliganism against individuals exercising their official functions or fulfilling public obligations. In this case, the punishment also includes a fine from 500 to 1,000 calculated indicators or imprisonment for a term of three to five years.
