Preschools Will Be Funded Differently: The Cabinet Approved Standard Norms
According to the new resolution, standard financing norms will be established for kindergartens, which will determine expenses per child or group. The procedure for forming and executing financial obligations of preschool institutions within the framework of normative financing is also outlined.
Expenses will be calculated based on the established norms, while the wage fund will not be included in these norms and will be financed separately, following tariff lists and staffing schedules.
Additionally, utility services are not included in the financing and will be covered by local budgets for local authorities or the republican budget for state institutions.
As for the costs of maintaining a child, such as stationery, hygiene supplies, and other necessary materials, these expenses will be borne by the parents. The payment for one day of a child's stay in the kindergarten will be determined by local authorities in cooperation with the institutions, and the funds will be deposited into special accounts of the kindergartens.
Financing for kindergartens will come from three sources: the republican budget, local budgets, and parental contributions.
The resolution also specifies which categories of preschool institutions are not subject to the new standard norms. These include specialized kindergartens, certain institutions of the Ministry of Education, kindergartens in the Batken region and Bishkek, as well as departmental kindergartens of law enforcement agencies and state organizations.
The Ministry of Education has been tasked with adapting its decisions in accordance with the new rules. The administration of the president will oversee the implementation of the resolution.
The document will come into effect in a week.
