At the moment, the law, which was supported by both chambers of Congress — the Senate and the House of Representatives, restores funding for federal agencies and also ends layoffs among government employees. The document also provides for compensation payments to those workers who did not receive their salaries during the shutdown. In addition, expenses incurred by states that used their own funds to cover costs arising from the government shutdown will be reimbursed.

Despite the lack of measures to enhance spending oversight, the Pentagon is prohibited from launching new military programs that do not have prior funding. This law will serve as the basis for a more comprehensive budget plan, sources in Politico report.

The shutdown, which lasted nearly 43 days, became the longest in U.S. history. The cause of its occurrence was disagreements between Democrats and Republicans over subsidies under Obamacare and funding for the Medicaid program. As a result, daily flight cancellations exceeded a thousand, low-income individuals did not receive food stamps, and thousands of government employees were left without pay or were laid off.
