Sadyr Japarov, the President of Kyrgyzstan, signed a decree regarding the simplification of administrative procedures for foreign workers involved in the railway project connecting China, Kyrgyzstan, and Uzbekistan.

According to this decree, starting from November 6, 2025, and until October 31, 2026, the procedure for payment of state fees and registration at the place of stay will be temporarily simplified for foreign specialists arriving in Kyrgyzstan to work on the Torugart — Jalal-Abad section (including design, construction, financing, and operation of the railway).

This measure is aimed at accelerating the implementation of an important infrastructure project — the railway corridor, which is seen as a key element for enhancing the transit potential and investment attractiveness of the country.

Control over the execution of the decree is entrusted to the presidential administration, the State Committee for National Security, and the Office of the President.

The decree comes into effect on November 6 of this year.
