For fraud using digital technologies, up to five years of imprisonment is now threatened.

The President of the Kyrgyz Republic, Sadyr Japarov, signed a bill regarding amendments to the Criminal Code. This law was approved by the Jogorku Kenesh on September 25, 2025.
According to information provided by the press service of the head of state, the new legislative initiative aims to improve legal regulation in the area of prevention, detection, and combating fraudulent activities, as well as to enhance the protection of the rights and legitimate interests of both individuals and legal entities.

In accordance with the new amendments, the Criminal Code has undergone changes concerning the tightening of responsibility for fraud (Article 209 of the Criminal Code). New qualifying features have been introduced, which include:

– the use of information and communication technologies or the Internet to commit the crime;
– the commission of fraudulent actions against two or more persons;
– the use of official position to commit fraud.

Additionally, changes have affected Articles 58, 88, and 92 of the Criminal Code, which now exclude the possibility of exemption from criminal liability or the execution of a sentence upon the expiration of the statute of limitations for fraud. Parole is now only possible upon full compensation for the damage caused by the crime.

Part 1 of Article 370 of the Criminal Code has also been amended, resulting in a tightening of punishment for non-compliance with a court ruling. According to the new version, the sanction provides for a fine ranging from 500 to 1000 calculated indicators (which corresponds to 50,000 to 100,000 soms) or imprisonment for a term of three to five years.
