Amendments to the Constitution of Kyrgyzstan have become the main focus of this bill. In light of the increasing number of serious crimes against children and women, the document proposes the introduction of the death penalty as a last resort punishment for the rape of minors and murders associated with violence.
If the bill is approved in a nationwide referendum, changes will follow in the Criminal Code, the Criminal Procedure Code, and the Penal Code of Kyrgyzstan, which will be submitted for consideration by the Jogorku Kenesh.
The Turmush editorial team conducted a survey among the residents of Osh. The results showed that public opinion was divided: some supported the initiative, while others expressed distrust in the judicial system and doubts about its fairness.
