According to Sputnik, the project aims to create a system that will collect and store biometric data, such as digital facial images, fingerprints, and signatures. The Ministry of Internal Affairs believes this will significantly simplify the identification process in cases where citizens find themselves in extreme situations or are unable to provide information about themselves.
Furthermore, the agency indicated that the current system of registration at the place of residence does not meet modern requirements due to the high mobility of the population. This bill is intended to increase control and assist in the fight against illegal migration, as well as enhance the effectiveness of crime investigations.
The bill also includes the option for voluntary registration for citizens who wish to provide their data, in addition to mandatory registration for certain categories.
Mandatory genomic registration applies to the following groups:
- individuals convicted of serious and particularly serious crimes;
- unidentified individuals whose biological materials were seized during the investigation of unsolved crimes;
- unidentified corpses.
[b]As for fingerprint registration, it will be mandatory for:[/b>
- law enforcement officers;
- individuals declared legally incompetent by a court;
- individuals whose identity cannot be established by other means;
- foreigners and stateless persons;
- unidentified corpses.
The Ministry of Internal Affairs also added that similar accounting systems operate in almost 120 countries around the world.
