The decision on the inadmissibility of registering Duishenaliev, who announced his candidacy for the multi-mandate electoral district No. 14, was made on October 28. He submitted his application to participate in the elections on October 9, 2025.

The working group of the Central Election Commission (CEC) found that Duishenaliev does not meet the requirements of the legislation. In particular, according to the data from the Main Department for Crime Investigation of the Ministry of Internal Affairs of the Kyrgyz Republic, he has been registered as a person associated with an organized crime group since 2011. Furthermore, information from the Border Service of the State National Security Committee indicates that the candidate violated the residency requirements by spending 210 days abroad in recent years.

During the meeting of the working group, both Duishenaliev himself and a representative of the Ministry of Internal Affairs were heard.

According to part 11 of Article 61 of the Constitutional Law "On the Elections of the President of the Kyrgyz Republic and Deputies of the Jogorku Kenesh," having a record associated with organized crime is grounds for refusal of registration. Based on this and the conclusions of the working group, the CEC made the decision that Bolotbek Duishenaliev cannot be registered as a candidate for district No. 14.
