The Central Election Commission denied registration to the candidate for the Jogorku Kenesh, Jalolidin Nurbaev.

The decision of the Central Election Commission (CEC) to deny Jalolidin Nurbaev registration was made on October 28. He submitted an application to participate in the elections scheduled for October 13, 2025, in multi-mandate constituency No. 5.

The CEC working group found that Nurbaev does not meet the legal requirements for candidates. In particular, it was discovered that there is information regarding previous criminal cases against him, which were initiated and then terminated.

In 2006, a criminal case was initiated on the grounds of a crime provided for by part 3 of article 235 of the Criminal Code of the Kyrgyz SSR (1960 edition), but it was terminated on non-rehabilitating grounds. A similar situation occurred with a case initiated in 2021 under part 1 of article 359 of the Criminal Code of the Kyrgyz Republic.

During the working group meeting, the opinions of Nurbaev's representative and an employee of the Main Department of Information Technologies of the Ministry of Internal Affairs were heard.

According to part 4 of article 3 of the Constitutional Law "On the Elections of the President of the Kyrgyz Republic and Deputies of the Jogorku Kenesh," individuals whose criminal cases have been terminated on non-rehabilitating grounds cannot be elected, except in cases of insignificance or negligence.

Based on the conclusion of the working group and the norms of legislation, the CEC denied Jalolidin Nurbaev registration as a candidate for multi-mandate constituency No. 5.

It should be noted that Nurbaev is a deputy of the Jogorku Kenesh of the VII convocation and was elected from the Aravan constituency.
