The Central Election Commission of Kyrgyzstan denied registration to Shailoobek Atazov to participate in the elections to the Jogorku Kenesh.
Atazov submitted an application to participate in the elections scheduled for October 17, 2025, in multi-mandate constituency No. 6.
According to the CEC, the Working Group responsible for receiving and verifying documents from candidates and parties established that Atazov does not meet the legal requirements for candidates for deputies of the Jogorku Kenesh and recommended denying him registration.
“According to the data from the Main Department for Crime Investigation of the Ministry of Internal Affairs of the Kyrgyz Republic dated October 23, 2025, since 2024, Atazov has been on preventive registration as a person associated with an organized criminal group or gang. Furthermore, according to information from the Border Service of the State Committee for National Security dated October 22, 2025, it was found that Atazov does not meet the requirements of part 4 of article 59 of the constitutional law of the Kyrgyz Republic 'On the Elections of the President of the Kyrgyz Republic and Deputies of the Jogorku Kenesh,' regarding permanent residence in the country for the last five years. In particular, he was outside Kyrgyzstan from March 13 to November 29, 2024, which amounts to 260 days,” the CEC reported.
The Commission noted that according to part 11 of article 61 of the same law, the fact of preliminary registration of a person as associated with an organized criminal group is grounds for denying a candidate's registration.
As a result, the Central Election Commission denied Atazov registration as a candidate for deputy of the Jogorku Kenesh.
