The CEC refused to register Jalolidin Nurbaev as a candidate due to old drug-related criminal cases

The Central Commission for Elections and Referendums decided on October 28 not to register Nurbayev Jalolidin Payazidinovich as a candidate for the elections to the Jogorku Kenesh from district No. 5.

The elections are scheduled for November 30 and will be conducted under a new system, in which three deputies will be elected from each district: two men and one woman, or two women and one man.

District No. 5 includes the Aravan district, Osh-MTU-2, MTU-3 (the village of Kyzyl-Kyshtak up to the ATR) of the city of Osh, where 164,557 voters are registered.

According to the CEC, a criminal case against Nurbayev was initiated on October 6, 2006, under Article 235 (Criminal Procedure Code of 1960), but it was later reduced.

Legislation stipulates that the illegal manufacture, acquisition, storage, transportation, and sale of narcotic substances, as well as similar actions committed by a repeat offender, are punishable by imprisonment for a term of 6 to 15 years with confiscation of property. As reported by a CEC representative, this crime is considered serious and is not subject to rehabilitation.

Additionally, on June 30, 2021, the Aravan District Department of Internal Affairs terminated the criminal case under Article 359 of the Criminal Procedure Code against Nurbayev.

These criminal cases became the basis for refusing to register his candidacy for the elections to the Jogorku Kenesh.

Nurbayev himself did not attend the meeting of the Central Election Commission, where 12 commission members voted against his registration.

Jalolidin Nurbayev is a deputy of the Jogorku Kenesh of the 7th convocation, representing the Aravan district.
