The Central Election Commission decided to fine several individuals for violations of the rules for conducting election campaigning.

The Central Election Commission (CEC) discussed on October 27 violations of legislation concerning election campaigning during the early elections for deputies of the Jogorku Kenesh, scheduled for November 30, 2025. This issue was raised by a working group focused on informing voters and monitoring compliance with campaigning rules.

According to the CEC press service, during the monitoring of social networks and information resources, the group identified publications that may indicate violations in the area of election campaigning for these elections.

According to the first part of Article 23 of the constitutional law "On the Elections of the President and Deputies of the Jogorku Kenesh," election campaigning begins after the registration of candidates is completed and ends 24 hours before the start of voting.

In particular:

- posts were published on the personal page of Bakmurat Toktogulov on Facebook that violate the rules of election campaigning and contain false information about the candidates. According to paragraph 4 of part 10 of Article 22 of the constitutional law, descriptions of possible consequences for candidates are considered election campaigning;

- similar violations were recorded on the pages of users Aibek Tenizbay, Mirlan Duyshonbaev, and Nurgazy Anarkulov on Facebook;

- also, posts related to the candidate for electoral district No. 18, Khandzheza Karim Lemzarovich, were published on this social network, which violate the conditions of campaigning;

- on Aibek Tenizbay's Facebook page, posts about the candidate for district No. 23, Kasanov Kanat Zerlikovich, were also published, violating the rules of election campaigning.

The working group proposed that the CEC hold Aibek Tenizbay, Mirlan Duyshonbaev, Nurgazy Anarkulov, Karim Khandzheza, and Kanat Kasanov accountable in accordance with the Code of Offenses for their actions within the framework of election campaigning.

The CEC forwarded materials regarding the indicated violations to the authorized person for further investigation and to hold the guilty parties accountable according to Article 65 of the Code of Offenses.

Taking into account the recommendations of the working group and guided by the constitutional law on the Central Commission for Conducting Elections and Referendums, as well as Articles 65 and 66 of the Code of Administrative Offenses, the following decision was made:
