The Ombudsman of Kyrgyzstan spoke out against the return of the death penalty.

The Ombudsman of Kyrgyzstan, Jamila Dzhamanbaeva, expressed her position against the reinstatement of the death penalty. This statement was made during her meeting with Antje Grawe, the UN Resident Coordinator, as well as with Matilda Bogner, the Regional Representative of the UN High Commissioner for Human Rights in Central Asia, as reported by the press service of the ombudsman institution.

According to Dzhamanbaeva, data from the Ministry of Internal Affairs indicates that the number of crimes against women and children is increasing by 30% annually.

“We understand that society reacts emotionally to tragic incidents of violence; however, we believe that restoring the death penalty will not solve the existing problem. It is important to improve the quality of investigations, ensure the inevitability of punishment, and tighten measures to prevent crimes,” she noted.

In 2023, the ombudsman institution already took a position against the reinstatement of the death penalty when a group of deputies appealed to the Constitutional Chamber to reconsider the ban on this ultimate punishment.

Jamila Dzhamanbaeva also emphasized that the position of the ombudsman institution remains unchanged: the reinstatement of the death penalty contradicts Kyrgyzstan's international obligations, particularly the provisions of the Second Optional Protocol aimed at abolishing the death penalty, which was ratified in 2010.

UN representatives supported the ombudsman, pointing out that restoring the death penalty not only violates the country's international obligations but may also negatively affect its international image as a state that protects human rights.

It should be noted that President Sadyr Japarov proposed to reinstate the death penalty for particularly serious crimes against women and children in response to the murder of 17-year-old Aysulu Mukasheva, who was abducted and raped on September 27. This case sparked widespread public outcry.

Amendments to the Constitution regarding the reinstatement of the death penalty have been proposed for public discussion. Kyrgyzstan also plans to withdraw its ratification of the UN protocol on the abolition of the death penalty.
