The Ombudsman helped a girl retrieve her documents from college in Bishkek and transfer to Karakol.

With the help of the Ombudsman, a 17-year-old girl was able to retrieve her documents from a college in Bishkek and transfer to Karakol.

A resident of Karakol, R.N.A., turned to the Ombudsman of the Kyrgyz Republic, Jamilya Dzhamanbaeva, requesting protection for her 17-year-old niece's rights.

According to R.N.A., her niece is an orphan, the daughter of her deceased sister. The girl previously lived with relatives on her father's side but reported mistreatment and physical abuse from these individuals this year, after which she decided to move in with her aunt.


In August, R.N.A. submitted an application for guardianship and received official confirmation from the Department of Social Development of the Bishkek City Hall.

Since she resides in the Issyk-Kul region, R.N.A. decided to transfer her niece to a pedagogical college in Karakol, where the girl could study to become a primary school teacher.

However, relatives on the father’s side of the niece actively obstructed this move and the continuation of her education.

Moreover, the administration of the Bishkek Universal College refused to issue the necessary documents, claiming that they did not recognize R.N.A. as a legal representative. The woman also reached out to other state authorities but did not receive adequate assistance.

The Akýkatçy Institute found that the rights and freedoms of the girl were violated in this situation, which contradicts Articles 39-40 of the Law of the Kyrgyz Republic "On Education" and Article 70 of the Code of the Kyrgyz Republic "On Children".

In response, Ombudsman Jamilya Dzhamanbaeva sent an official request to the Prosecutor's Office of the Pervomaisky District of Bishkek.

After this, the college ceased to obstruct the student's transfer to Karakol and issued all the necessary documents.

One of the main areas of work of the Akýkatçy Institute is the protection of the rights of children left without parental care and orphans.
