Sadyr Japarov signed a law tightening responsibility for fraud

President of the Kyrgyz Republic Sadyr Japarov has signed a new law concerning amendments to the country's Criminal Code.

This law was adopted by the Jogorku Kenesh on September 25, 2025.

The main goal of the new legislation is to improve legal measures aimed at preventing, detecting, and combating fraudulent activities, as well as enhancing the protection of the rights and legitimate interests of both individuals and legal entities.

The legislative changes pertain to Article 209 of the Criminal Code of the Kyrgyz Republic, which tightens criminal liability for fraud. New qualifying features have been introduced, including:

– the use of information and communication technologies or internet networks;

– committing fraud against two or more persons;

– using one's official position for criminal purposes.

Additionally, the changes affected Articles 58, 88, and 92 of the Criminal Code, which now exclude the possibility of exemption from criminal liability or the execution of a sentence due to the expiration of the statute of limitations for crimes related to fraud;

– conditional early release from punishment is now only possible after full compensation for the damage caused by the crime.

Part 1 of Article 370 of the Criminal Code has also been amended, which strengthens the punishment for non-compliance with sentences, court decisions, and other acts.

According to the new sanctions, the amount of the fine ranges from 500 to 1,000 calculated indicators, or imprisonment for a term of three to five years.
