This draft is aimed at aligning with the law of the Kyrgyz Republic "On Amendments to Certain Legislative Acts in the Field of Education," which was adopted on October 14, 2025. It also serves to implement the decree of the President of the Kyrgyz Republic dated June 14, 2023, which grants special status to the Professional Lyceum of Information Technologies No. 99.
By the presidential decree, the lyceum received special status, which provides it with significant academic freedom and financial autonomy. In particular, the institution has gained the right to generate income from educational activities, as well as to manage its property and income from leasing its material and technical base. Furthermore, the lyceum will be able to independently set tariffs for paid educational services.
The draft proposes amendments to three resolutions of the Cabinet of Ministers: on the procedure for leasing state property dated September 24, 2021, on the approval of the layout of the state educational standard dated July 8, 2024, and on the approval of the unified register of state services dated June 12, 2024.
These changes affirm the right of educational institutions with special status to develop educational standards, form tariffs for the services provided, as well as manage their property and rental income.
