In Kyrgyzstan, electricity usage rules will be updated to take into account solar energy.
These amendments aim to improve regulatory oversight in the electricity sector, taking into account the growing use of renewable energy sources such as solar panels, wind turbines, small hydropower plants, and microgeneration technologies.
The draft includes updates to a number of definitions and provisions of the existing rules. In particular, the concept of an electricity supplier will be expanded to include owners of installations operating on renewable sources. The definition of the accounting point and billing period will also be revised, and a new concept of "renewable energy installation" will be introduced.
One of the important innovations will be the requirement for the installation of automated commercial electricity accounting systems (ACES) for all facilities using solar, wind, hydro energy, or biomass. These systems must provide remote access, data transmission, and record all volumes of generated, transmitted, and consumed electricity in a centralized system.
Additionally, the draft outlines the procedure for connecting microgeneration and renewable energy installations to the electricity grids, as well as the rules for accounting for the electricity that such installations can supply to the grid. Commercial accounting devices with a capacity of 5 to 100 kilowatts must meet the requirements of automated systems and can be installed with financial support, including public-private partnerships, concessional loans, and grants.
The rules for interaction between licensees and consumers are also clarified. In particular, the possibility of issuing payment documents for both consumed electricity and electricity supplied to the grid from renewable source facilities or microgeneration is provided.
