In Kyrgyzstan, the tightening of rules for the operation of checkpoints and goods accounting is being discussed.

The draft resolution of the Cabinet of Ministers concerning changes to the rules for the operation of border crossing points and the accounting of goods has been presented for public consideration.

The document emphasizes that the proposed changes aim to increase the level of security for both citizens and workers, as well as to reduce corruption risks and enhance control over the movement of goods across the border.
According to the draft, when crossing the border with Kazakhstan, importers and carriers will be required to present an international transport waybill (CMR) with a "live stamp" from the border authorities of the EAEU countries, as well as the necessary documents for the cargo and the vehicle.
Additionally, it is proposed to implement electronic navigation seals on trucks to monitor the movement of goods within the territory of Kyrgyzstan. In the event of a breach of the seal's integrity, the Tax Service will have the right to take appropriate measures in accordance with the legislation.

The operator responsible for the installation and removal of electronic seals has been designated as JSC "Customs Infrastructure," which, in cooperation with the GNS, will develop the procedure for implementing this system within two weeks.

The explanatory note to the draft states that the introduction of the electronic control system will help reduce the number of shadow import schemes and increase the transparency of trade operations with EAEU member states.
