In Kyrgyzstan, the number of permits for businesses will be halved.

The Ministry of Justice of Kyrgyzstan has announced the launch of one of the key stages in the process of debureaucratization, which involves a sharp reduction in the number of permits required for businesses by 55-60%.

The Ministry of Economy has already presented a draft presidential decree for public discussion. An important stage in the preparation was a multi-year study during which more than 900 licenses, certificates, permits, and other mandatory documents that businesses must obtain under current regulations were analyzed.

74 government agencies participated in the assessment, allowing for an evaluation of the level of bureaucracy. The results of the analysis showed the following:

214 documents (23.64%) - are outdated or cause difficulties and are proposed for cancellation;

58 documents (6.41%) - can be transferred to other government bodies;

87 documents (9.61%) - are not permits, although they were used as such;

36 documents (3.98%) - are not actually issued and have lost their relevance.

Businesses also proposed to cancel or simplify 16 documents, and these proposals were included in the draft.

As a result, a new list was compiled, including 431 permit documents that will remain in the updated system. This means that the total number of documents will be reduced by more than half. All documents not included in this list will be considered invalid after the decree is signed.

Benefits for businesses:

entrepreneurs will be able to operate without the need to obtain canceled permits;

government agencies will not be able to impose fines for the absence of documents excluded from the list;

within six months, the government will need to align legislation and simplify the remaining procedures.

This reform aims to reduce bureaucracy, eliminate duplicative requirements, decrease corruption risks, and simplify conditions for doing business.
