
The Ministry reminds of the necessity to strictly adhere to the norms of legislation, including the procedure for obtaining the relevant permits and the consequences for illegal hunting. The most important regulatory acts governing hunting in the country are as follows:
• Law of the Kyrgyz Republic "On Hunting and Hunting Management" dated March 13, 2014, No. 41;
• Law of the Kyrgyz Republic "On Wildlife";
• Resolution of the Cabinet of Ministers of the Kyrgyz Republic "On Approval of the Rules of Hunting on the Territory of the Kyrgyz Republic" dated February 4, 2025, No. 55, along with other regulatory acts.
The main requirements for hunters include:
• Availability of permit documents, such as a hunting license, a permit for the acquisition and carrying of weapons, a hunting ticket, a personal shooting card, or a trophy sheet; • Wild fauna and hunting resources are state property and are subject to protection;
• Established hunting seasons and limits on the catch of various species of animals and birds.
As for foreign hunters, they can only carry out their activities through licensed hunting enterprises in Kyrgyzstan.
Quotas for the capture of animals are provided by a specialized commission after payment of the established fee for natural resource use. For example, the cost is:
• 1 million soms for one Marco Polo sheep;
• 200 thousand soms for one Siberian ibex.
The complete list of animal species and corresponding tariffs is established by the Resolution of the Government of the Kyrgyz Republic dated October 20, 2015, No. 715.
Regarding responsibility and fines, in July 2024, the amounts of penalties for illegal capture of animals, including rare species, were increased:
• 2,000,000 soms for a snow leopard;
• 1,500,000 soms for argali, brown bear, maral, gazelle;
• 300,000 soms for ibex;
• 100,000 soms for roe deer.
A reward system has also been implemented: individuals reporting facts of poaching can receive a reward of up to 50% of the penalty amount. Illegal hunting entails administrative fines, and the capture of animals listed in the Red Book may lead to criminal liability.
Recommendations for citizens:
• Before going hunting, ensure you have all necessary documents and comply with hunting seasons;
• Do not exceed the established limits on the catch;
• In case of detecting poaching, report to the Ministry of Natural Resources, Ecology, and Technical Supervision via the hotline 108 — this may serve as a basis for receiving a reward.
