Expert: Reducing Permitting Documents Will Make Business Life Easier
He noted that previously, entrepreneurs faced the necessity of obtaining over 900 different permits, while according to current legislation, there should only be about 100. Many of these requirements were outdated or duplicated each other, thus creating additional obstacles for businesses, especially for small and medium enterprises.
“We conducted a large-scale analysis together with the Ministry of Economy, experts from the World Bank, and business representatives. Our main task is to streamline the system and free entrepreneurs from unnecessary bureaucracy,” emphasized the expert.
As part of the implementation of the so-called regulatory guillotine, government agencies are required to justify the necessity of each permit. As a result, only 431 documents remain, while the others have been canceled. Now officials are not entitled to demand permits that are not included in the final list.
Akeneev pointed out that simplifying procedures is especially beneficial for small businesses, where one person is responsible for all the work.
“Reducing licenses and permits helps to lower costs and allows entrepreneurs to focus on their core activities,” he added.
He also provided specific examples: tourism companies are no longer required to obtain permits for temporary tent camps, and private schools can operate without the need to acquire buildings as property. Furthermore, digitalization will allow government agencies to independently request the necessary documents, minimizing the number of citizen inquiries.
According to Akeneev, the reform is not limited to merely reducing documents; it is also aimed at streamlining the entire system. This creates transparent conditions and enhances trust from both investors and entrepreneurs.
