Meder Mashiyev, head of the Ministry of Natural Resources, noted that many enterprises are delaying or not fully paying environmental pollution fees. In an interview with Gulf News, he pointed out the need for changes in legislation so that the ministry could independently monitor the payment of environmental fees and take action against violators.

“At the moment, we do not have the authority to conduct inspections in this area without coordination with other government agencies. We will seek changes in legislation to enable the Ministry of Natural Resources to control the payment of eco-fees,” he emphasized.

Additionally, Mashiyev spoke about the reforms being implemented in the ministry to enhance transparency and efficiency in its operations. The reforms cover several areas, including strengthening state environmental control, digitizing processes, and reducing bureaucratic barriers.

“We continue to reform public administration by implementing digital solutions. Currently, work is underway to modernize the 'Single Window' system, which will eliminate the duplication of procedures when obtaining permits,” the minister added.

He also noted that the introduction of electronic testing for specialists in industrial safety is planned, which will ensure transparency in verifying their qualifications.

“Furthermore, automated systems for monitoring the state of the environment are being developed, which will allow real-time tracking of air, water, and soil quality, as well as quickly identifying violations,” he added.
