
During a press conference, the mayor of Bishkek, Aibek Junushaliev, stated that his administration does not bear responsibility for the activities of the private construction company "Kut Stroy." He urged city residents to carefully check all permit documents before purchasing housing.
Junushaliev emphasized that the decision to buy an apartment remains at the discretion of citizens, and the mayor's office does not interfere in the work of private companies.
“When citizens enter into contracts, they must discuss the terms, such as deadlines, communications, and responsibilities, directly with the company. We cannot guarantee the work of a private construction organization or take responsibility for its actions. However, construction is ongoing, the volume of work is evident, and anyone interested can verify on-site that the buildings are indeed being erected and the stated square meters exist. People make purchasing decisions at their own risk; we do not engage in advertising and do not interfere in their relationships with companies. Information about the project is included in the new General Plan of the capital,” the mayor noted.
He also added that all facilities being constructed in Bishkek require obtaining permit documents in accordance with the norms of the Ministry of Construction and Architecture. To obtain an urban planning conclusion for the design, the developer must present technical conditions for connection to the city's engineering systems. Without these documents, permits are not issued.
“If a construction company has a project approved by Bishkek's chief architect and a conclusion from the state expertise, it means that it has confirmed connection points to the networks,” the mayor added.
Junushaliev recommended that city residents check for the presence of all necessary permits. According to the requirements of the Ministry of Construction, there must be a QR code at each facility. By scanning it, one can access all permit documents. The QR code is issued only to those companies that have actually arranged connections and passed all necessary checks.
