As the mayor noted, the established limit on electricity consumption in the capital is 10 million 45 kWh per day, however, actual consumption exceeded this limit, amounting to 11 million 133 thousand kWh.
“Until November 13, we recorded an excess of the limit, but after explanatory measures, we managed to reduce consumption to 10 million 986 thousand kWh. Currently, it stands at 9 million 735 thousand kWh per day, which allows us to comply with the established norms, something that had not been observed before,” added Junushaliev.

On November 13, in an interview, the head of the State National Security Committee, Kamchybek Tashiev, instructed local and law enforcement agencies to impose a ban on the operation of cafes and restaurants after 10:00 PM, with the possibility of disconnecting them from electricity in case of violations. According to him, such measures are necessary to enforce the law on silence.After that, the Bishkek city administration issued an order prohibiting the operation of establishments at night and began conducting inspections. Similar measures were implemented in Osh. President Sadyr Japarov expressed dissatisfaction with the excessive strictness in the approach to implementing these measures and called for a more balanced decision.
It is important to note that the law on silence does not prohibit the operation of establishments after 10:00 PM, but only restricts the use of loud music. Nevertheless, the restrictions on the operation of cafes and restaurants have become part of the policy for saving electricity, but it is unclear on what grounds the authorities made such a decision. At the same time, representatives of the restaurant business have already warned of potential economic and social consequences of this step. Blogger and owner of the babskii_blog public page, Altynai Zhu, criticized the authorities' decision and attended the meeting at the State National Security Committee.
Previously, the authorities:
- prohibited the use of outdoor lighting in administrative and government institutions in the evening;
- restricted electricity use in schools after 6:00 PM, leading to the closure of evening clubs;
- introduced a new power limit for the population - up to 3 kW, forcing residents to choose between turning on a washing machine and an electric kettle;
- suspended the activities of mining farms until the end of March 2026.
