Business sounds the alarm: "Horeca" asks Tashiev not to turn off the lights after 10 PM

The "HoReCa Club" Association has addressed an open letter to the chairman of the State Committee for National Security, Kamchybek Tashiev, expressing concern about power outages in cafes and restaurants after 10 PM. Industry representatives warn that such a policy will negatively impact not only businesses but also the economy of the country as a whole.

According to the association's data, there are 16,772 enterprises in the sector, providing jobs for up to 500,000 people, the majority of whom are young people. Additionally, "HoReCa" is a significant buyer of products from farmers, so any reduction in their operations immediately affects the agricultural sector.

The business emphasizes that the noise law is being adhered to, and they are investing in soundproofing; however, during inspections, fines are often imposed without prior measurements of noise levels.

The main concern is related to potential nighttime power outages. The association warns that this will lead to mass layoffs, problems with loan repayments, a decrease in tax revenues, and the closure of enterprises.

The "HoReCa" Association has put forward a number of requests to Tashiev:

— not to implement power outages during nighttime;
— to create a unified mechanism for objectively measuring noise levels;
— to consider the possibility of providing loan holidays and tax benefits;
— to hold a meeting between the State Committee for National Security, the government, and business representatives.

The association expresses its readiness for dialogue and joint solutions that will help avoid negative consequences for the economy and social sphere.

It is worth noting that on November 13, Kamchybek Tashiev instructed strict adherence to the noise law and the government decree, according to which all entertainment events and the operation of cafes, restaurants, and nightclubs must cease no later than 10 PM. On the same day, the mayors of Bishkek and Osh conducted raids, forcing establishments to close at the specified time.
The "HoReCa Club" Association was founded in 2018 and unites enterprises in the hotel and restaurant sector of Kyrgyzstan.

It comprises over a hundred companies from the HoReCa sector — hotels, restaurants, cafes, and catering services across the country. The main goal of the organization is to protect business interests, develop professional standards, and promote a culture of hospitality.
